Would i get the visa or not? advice any one ?

ok i participated for the dv green card lottery and the results are out on may !! if i didn't win and later i applied for a student visa would that affect it and wont make me get it ! or the consular officer for the student visa cant tell !! like would they say no cus u violeted the laws or whatever, just wondering if they would know i applied ?? ADVICE?? sorry i have been asking this same question a lot now.. im not just getting good answers :s btw im from africa not philipins
