Not sure how to tell if my step mom is crazy, bipolar, or both.?

Only a psychiatrist who has examined her can tell you if she is bipolar. The dishwasher thing MIGHT be a symptom of OCD (obsessive compulsive disorder). I would talk to her and ask her why she seems to ignore you. If this doesn't work see if she will attend family therapy.
