I need help in fixing an old candelabra.?

Use some Naval jelly to remove the rust,, Steel wool the entire Candelabra, you don't have to take the entire Candelabra down to bare metal, use rustoleum Primer on it, then either spray or paint it with a brush in the desired color of your liking , your call , ( I personally like spray paint )
